He was born in Rome on 20 November 1953. He graduated in law with honours from La Sapienza University of Rome and served as an Officer in the Carabinieri Corps.
In 1983 he was hired by the Bank of Italy and assigned to the Supervisory Office of the Turin Branch. In 1986 he was transferred to the Banking and Financial Supervision Area of the Bank’s Head Office in Rome, in the division in charge of managing bank and financial institution crises and deposit protection. In 2000 he was appointed Head of the Supervisory Regulation Division and later became Deputy Head of the relevant Directorate. From 2009 to 2011 he served as Deputy Head of the External Relations and General Affairs Directorate, which was responsible for the licencing and crisis procedures of banks and financial institutions, the relations with other supervisory authorities and judicial authorities, customer protection, the Banking and Financial Ombudsmen, and the sanction system. In 2011 he was appointed Head of the Area Coordination and Branch Liaison Unit in the Banking and Financial Supervision Area. In August 2013 he was appointed Deputy Director of Italy's Financial Intelligence Unit.
He was a visiting professor of banking legislation and authored publications on the same matter, specifically regarding crisis procedures for banks and financial institutions and bank corporate governance.
